We have a 39 Packard, USSR 39 Zis 110(That was Stalin's favorite), 56 Packard, and USSR 56 Zil 111 for which the Soviets were so proud. Doesn't the 39 Zis 110 look a lot like the 39 Packard and doesn't the 56 Zil 111 look a lot like the 56 Packard?
David did some research. However he is not totally correct. The USSR ZIS110, was actually a 1946, based on the 1942 Packard. The ZIL111, Is actually a 1959 USSR car. They seemed to lag behind by a few years. It takes time to reverse engineer.

Igor, the USSR Soviet spy for locomotion, had taken the plans as early as '39 and '56 for these cars, however, due to the Soviet's socialist/communist bureaucracy the cars were not produced for 3 years. Let's all give capitalism a big hand and hope it never goes away.
They look like Packards to me.
